Yes, anytime. Pull a boost off one server and drop it on another from your account page. Perks update instantly.

Yes. Extra boosts are always $3.99 per boost per month. Add one from your account, assign it to a server, and remove it whenever you do not need the extra level.
Q. What if a server owner just wants to upgrade directly?
Use a Server Tier plan. The owner pays a flat monthly rate for Lv1/Lv2/Lv3 perks, no pooled boosts needed. Useful for big communities where 10 people each chipping in a boost is messy.
